According to REACH, substances manufactured or placed on the market at or above 1 tonne/year must be registered, unless exempt from this obligation. One such exemption applies where the substance is used solely for product and process-orientated research and development (PPORD). Product and process-orientated research and development mean any scientific development related to product development or the further development of a substance, on its own, in mixtures or in articles in the course of which pilot plant or production trials are used to develop the production process and/or to test the fields of application of the substance.

Companies undertaking such activities in quantities at or above 1 tonne/year may benefit from an exemption from REACH Registration for a period of up to 5 years, provided they submit a PPORD Notification to ECHA or the HSE, depending on the jurisdiction.
